What Nitrome said on the blog post is that their fans should treat the game like it is cancelled, but they haven't cancelled it and may return to it. This is what they intended to convey by saying "should be considered cancelled". Also, by saying they may return it indicates that the game isn't cancelled since if it were cancelled they wouldn't open the possibility of returning to it, unless the reasons for the game's cancellation allowed them to return to it (like if the game was cancelled due to running out of funds for the project).
This was also essentially what they said when I asked them here about whether they cancelled Flightless. --Talk to NOBODY
