Lamp Lighter can be found in the Surface in the campsite walking through the campsite and sitting at the campfire talking to other characters. In The Well, when talked to she will give Shovel Knight 180 gem currency. The rooms she appears in tend to be made up of platforms with stationary drills on the edges that need to be carefully maneuvered around.
